The thing with graphics getting better as the consoles get older - Frame rate is usually sacrificed as graphics can sell games (and win comparison tests).
Your example of Forza Horizon is a perfect example. Its no longer a silky 60fps. Not to be that guy but , arguably its not improving when frame rates are taxed.
I think 4gb would be plenty by todays standards. But, 8gb would see the Devs happy at the end of the lifecycle.

8 cores in a laptop right now is only hyperthreading. I just got a AW laptop for gaming and this is definitely the case.
The latest i7 Ivy bridges are 4 cores or 8 theoretical CPU's (hyperthreaded).
Regardless, most modern and semi modern CPU's are sitting on their a$$ in 90% of games, GPU's is still usually the bottleneck.
The thing is - HDMI 1.4 only supports a max of 4096 × 2160p at 24 Hz right now.
There isn't enough bandwidth with HDMI right now to support 4k resolution at even 30 fps, let alone 60 fps.

At least until the next console comes out ..My PC is now my new console.
I can run games like BF3 at 60+fps, Ultra and 1080p so why wouldn't I hook hood that bad boy up to my TV.
I can say that steam are taking another decent slice out of the console market as people get inpatient waiting for next gen. Xbox has very few releases now, PS3 is better but not by much.

Good points by some of the posters.
I definately agree that limitations breed creativity. But it's also a double edge sword. Limitations can also compromise a developers vision. There is also the law of diminishing returns arguement at play here.
Rockstars seems to find a good balance and it's good to see devs coding become more and more efficient before new hardware is released. The good news is the efficiency will carry across into next gen. That's a win.
