You can't expand the GPU performance over cloud. Display resolution/framerate is bound to physical properties of a given GPU. Microsoft are lying. As somebody said above, maybe board games with static graphics, nothing complex in 3D or you get framerates of 10 FPS at most.
They may upscale to 4K and still lie that it works at this resolution, just like they did with 360 and 1080p but your 4K TV would have a perfect hardware upscaler as well.
There's always a chance. I've seen people make separate Steam/PSN/XBL accounts for digitally bought games and sell them on auctions. Of course it violates the TOS but some people will always find a way. The sad thing is, legitimate gamers who just want to enjoy their games and always pay for them will be screwed over.

This offends me. I know a few things about technology. They're lying, their console is not "top quality high tech". It's an outdated IR blaster with HDMI input and overlay mixer in a big plastic box. Games? They havent's shown a single second of actual gameplay on this device, just CGI renders and in-engine bullshots. Their presentation was staged and I suspect they don't have running hardware yet. Expect technical problems on top of all the espionage and DRM mess.

People complain that PS+ just lends games but very few people even mention how Steam lends ALL games and NONE of them are yours. The difference is I know exactly when my PS+ membership ends and I can decide if to keep it or not. Steam doesn't define the length of the period. It is possible I pay 50 euros for a single game there (the price of a full year of PS+ with about 50 games to get) and be left with nothing tomorrow. PC gamers don't even care about that.
