Misguided? It seems that you are not too familiar with the Coleco Chameleon fiasco. The entire project has been nothing more than a devious attempt to siphon funds, via Kickstarter and Indiegogo, from unsuspecting games.

The slowest speed offered from a major ISP (in my part of the world) is 3Mb/Sec from Comcast. This is still fast enough to stream video content.
Are the ISPs that you are using happen to be free? I'm not trying to be sarcastic. I just find it hard to believe that there are commercial ISPs in 2016 that are incapable of replicating the most often performed task on the internet.

In regard the to first set of images that you posted (snow debris), well, the only difference that stands out to me is the text on the sign which says "see the shows" is sharper/clearer on the Xbox version.
The rest of your observations appear ambiguous at best...to my eyes, anyway.

Are you looking at these images through a microscope? To my eye (20/20 vision) they look to be of the same caliber.
