this definitely caught Sony off guard.. MS was so protective (and restrictive) of letting anyone into the walls of Live. i bet when phil spencer was like sure; sony did a triple take and gagged on their own spit while at it.

This may not be 100% accurate... Phil mentioned it was 2things that delayed Scorpio...
They couldn't get the numbers right, trying not price themselves right out the picture...
and the hardware they wanted to user wasnt in mass production yet. If something isn't in mass production yet, it's usually fairly new(er) hardware.
