@Sono because Google is not trying to be the Netflix of gaming. They themselves have said they're more akin to PS Plus and Games with Gold; an occasional free title, with anything else requiring a full-price purchase.
Gamepass is losing money right now, MS just reported revenue for services is down 3%. Meaning that price is gonna be creeping up soon and we'll likely see quality take a hit on games for that service.
Not sure that's the route I want gaming to go at all.

He was in action for two entire acts. He launched a massive terrorist attack, he almost successfully launched another, he helped form the Sinister Six and was the crux of the game's events unfolding as they did...

The current pricing is unsustainable long-term, they're eventually gonna have to raise the price on people and just hope they get slow-boiled and stick around.
Racing games should be some of the easiest to emulate and they're still not hitting 60fps with it, to say nothing of image flickering and occasional sound issues.
Still gonna be a bit yet before they have it fully up and running, it seems, and even then it may only work for part of the library. :/

Even though the game literally starts with crooked cops and one of the subplots in the DLC involves Yuri snapping and going lethal vigilante with Peter accepting he's going to have to stop her one way or another. TOTALLY whitewashed the NYPD, yo.
