What you just stated is not entirely true. The staff that left Rare to found Free Radical and create Timesplitters left the development team of Perfect Dark early on.
Unfortunately, I believe it was Rare’s tardiness and unorganized development practices that lead to Perfect Dark: Core failing to take-off. As evidenced by Rare Replay video docs, Rare worked on numerous projects from 2005 to 2010 that failed to make it to full development. If Perfect Dark: Core had been released in 2009 the game may have had a chance to increase both Microsoft’s and player interest in its franchise.

That is true. Some European game companies pay their employees way less, than equivalent American, Canadian, French and British companies which is somewhat unfortunate.
I wonder what the devolopment and marketing budget for Metro Exodus was? I personally, think the bigger studios and publishers should invest in more AA and lower-budgeted AAA titles.

There was a rumour that Mankind Divided was chopped in half during development. The intended late stages of the Mankind Divided were not fully developed. Hence, the game seems to abruptly end.

Human Revolution sold almost 1 million copies during it first week and reached over 2 million by November of its launch year. The majority of the launch sales were on 360, followed by PS3 and lastly steam. However, overtime due to steam sales, I would strongly assume the PC version of Human Revolution. I would assume the Wii U version didn’t too well, but I could be wrong.
Human Revolution sold well. However, Mankind Divided didn’t. The series seems to be most successful on steam a platform we’re Human Revolution sold over 3.5 million units. I have heard Mankind Divided failed to breakeven against it 80 million CAD development budget, its sales were not good unfortunately
If Mankind Divided had performed better its sequel would have likely already been announced.
I am also convinced the game being developed by The Initiative is a single player action adventure title or light RPG.
I personally can’t stand when Microsoft gives extended stage time to Forza. I have no attachment to the Forza series; but, I understand why people it.However, I can’t see why an annualized “sports” franchise with no story or characters should get extensive stage-time.
I would rather Microsoft open with a first party game (either Halo:Infinite, Gears 5, Ori 2 or Battletoads). Additionally, I think the best opener would be the reveal of a new first party AAA title.

Rare lost a lot of it staff during the N64, the studio was known for heavily working it staff. Thus, from 1996 to 2000 the studio had turnover of staff. However, several higher staff at Rare stayed with the studio into the 2000s and a few are still at the studio.
