No, what the author is saying is that Xbox Live becomes a brand. Basically any device that runs Windows 10 will be able to run xbox live. What it means is that right now PC windows 10 systems will be able to access xbox games and vice versa. In the future it will come to mobile devices. Think of it able to Play Halo on any Windows 10 device offline/online with cross play enable.
