This was a game that hardly anyone knew was coming. It had zero expectations. It is in beta.

You have to understand that there are contracts between Microsoft and all the game makers. Those would all have to be redone and they'd have to pay a shit ton of money. If they paid 10 million to a company to get a game on Xbox... they'd have to pay another 30 million to allow it on Playstation.
