You can use the highest frequency, if it stayed at that frequency. Microsoft made a point of consistent frequency because the performance doesn't change. Especially when the PS5 has to CHOOSE whether to upclock the CPU or GPU. So no, you can have 10.3 TFlops, but the frequency is never always going to be that and thus you're not getting a true 10 flops. Upclocking will always give you more performance, it's obvious Sony tried to get their 9.2 flop console to a 10.2 once they learn...
You are dead wrong. Teraflops literally change with the frequency of the clock. If the frequency of the CUs goes down the CUs cannot calculate as much work and their Teraflops decrease. That's why th calculation for Teraflops HAS clock frequency in it.
