For some reason I think the delay might be them trying to make this game up to gta5 level. and possibly improving the visuals for scorpio and implementing the cloud tech and making a pc version.
The only way this is feasible is if Microsoft decides to release Scorpio on the same day as Destiny 2 and sign a marketing deal with them. Promote the shit out of it (amazing 4k visuals) and create a limited edition bundle.

I listened to impressions from journalists and they all had positive things to say about it.
Personally from the gameplay I thought it looked really good but I have see more.
But I really think Rare has something special here, this game could be a big hit.

@overload You're literally trying to make this more confusing then it actually is. They announced it early for a couple reasons.
First, it already leaked, so they would have had to dodge questions and use pr spin for the next year in every interview.
Second, now that it's public and not internet speculation there's no more worrying about "which devs are going to spill the beans and which aren't" now you can just talk freely to ...
I think a lot of people here are creating confusion when there is none.
I understand Microsoft direction rather clearly.
