Every second that passes PC hardware gets better and emulation gets better so that eventually, emulation on PC easily beats original hardware.
This is evidence right here. Give it another couple of years and people will be emulating most PS3 games in glorious 4K smoothly and it'll be another reason why PC is an amazing platform. Dreamcast, Gamecube and PS2 emulation is fantastic. It's the ultimate gaming platform.

The underlying point is also perhaps that with PC, when technology advances after just a few years then your older games still stand up better and can be run better than they had been before.

You won't see a big difference now on many games at all but most people buy a CPU these days to last quite a long time. Eventually more game engines will transition to using more than 4 cores properly but it will still be a long slow slog to get there. As it is though any of these higher clocked intel processors absolutely dominate in gaming.
There is one important thing here to take away however with Coffee Lake, the mainstream cheaper platform from Intel.

PC version runs fine for me. By fine I mean 4K and 60FPS without much issue. I turned off Windows 10 game mode which can cause problems on this title.

Forza Horizon 3's target framerate on console is 30FPS. Forza 7's target on the same Xbox One hardware is 60FPS. Horizon 3 is more demanding. It's more demanding on PC as well, because it has higher quality......well most things. If you can't see that then you need glasses.
That or go and play Maple Valley on Forza 7 and admire all the flat cutout trees.

Having played both on PC, Horizon 3 clearly looks better. It sacrifices frame rate for the open world and greater detail than Forza 7 manages.

I would say Horizon 3 looks better, since it was designed for half the framerate of Forza 7 anyway it packs in more detail and effects. At 4K and 60FPS it looks incredible.
Sorry G-Haul but if you genuinely have a mid range PC with that card then you CAN do the games I say in the settings I say. You're doing it wrong if you can't. There is evidence all over youtube, to go with benchmarks.

The settings are slightly below the highest on PC. You can have 1080p and 60FPS with some drops or 4K and 30FPS with some drops.
A PC with a mid range year old GTX1060 graphics card can comfortably sustain 60FPS at maximum settings and 1080p. With slightly lessened settings like Xbox One X runs said card can also lock to 30FPS at 4K.
This is similar to Forza 7 and Killer Instinct performance. Xbox One X is proving around as fast as a year old mid range PC...
