Consoles don't make most of their money on hardware sales, they make money on software sales. This means MS makes the same amount of money by selling the game on Windows Store as they do on an Xbox.

To be honest, it sounds like the same problem Xenoverse has with it's 2v2 and 3v3 battles. The systems work fine for 1v1s, but it quickly turns into a fuster cluck if there is more going on.

That's probably why in Xenoverse Single player the AI is artificially limited so it usually avoids attacking your target, and won't usually gang up on you, so you still get the feeling of the big fights without the mechanics falling appart like they do if it's real peop...

While I'll be the very first person to tell you that UWPs are restrictive garbage that need to be done away with, their entire point (asside from trying to force people to windows 10 and being glorified DRM) is that the same files work on all the windows devices. With that kind of setup, building it for 1 system is building it for every other (windows) system.

No. There is no benefit to locking games to the Xbox.

MS has a storefront on PC. That means it doesn't matter if the game is sold via windows store or via Xbox, MS gets the same amount of money.

The *only* benefit in keeping their games off PC is bragging rights for morons who take the console wars seriously. It doesn't benefit Xbox owners if fewer people play good games, it doesn't benefit MS if fewer people buy good games

1: It's usually *not* 4k. It's 1800p or whatever.

What might also be good to know then:
forza Horizon 3, their example, is notorious for simply refusing to run at a stable 60 FPS at 1080p. The 1080 ti is still managing to drop frames at 1080p at max settings. Also, if you're on anything other than a brand new card (so gtx 1060, rx 480,) even if the older card is significantly more powerful, framerates tank for no particular reason.

To be frank, upgrades are the better way to go. They're all X86 machines at this point, there is no reason to waste a whole bunch of money creating a whole new architecture and OS when they could just stick more powerful hardware in a box and call it a day.
