Activision went the route that would make them more money. Color me not surprised.

If I remember correctly, DF said it looked like it could have ray tracing, but couldn't confirm.
There seems to be miscommunication, on Sony's part. On the official Playstation blog, ray tracing has been touted since the game was announced. But, in the interview, Moore says the game doesn't have ray tracing because it was never in the original plans.

@TheScotsman: No, it's only 2.0, but will upgrade with the new monitors coming out. I doubt many games will support 4k/120 (at least within the first year).

But there are a good number of people who play on monitors that support 120hz. Me, included.
If given the choice between 1440p and 4k, I'd go with 1440p, if it meant 120hz was always feasible. I hate that devs will always target graphics over performance. That was the gist of my comment. Watch, when 4k/60 becomes the norm, they'll start touting 8k. Graphics are nice, but I'd rather have a silky smooth experience.
