What if the pranks were to get out of hand?
If that same SWAT team thats needed in a hostage situation is now on the other side of the city because of some douche that thought it was funny to pull a prank. Its a serious problem
Perhaps the SWAT teams shouldnt be so dumb to barge in based on a (single) phonecall, and send a nearby officer to check up in case its false information
Not defending the ppl that do these ill tasted pranks, but its made really easy for them this way..

I see Skyrim (and Fallout) more as a huge canvas ready for you to paint anything you like, they give you that freedom to create that no other game offers.
Whereas The Witcher will give you a stellar story, with rich atmosphere and touching moments. now even more so with the crazy scale of the game

What would also help is, if people would actually wait 1-2 weeks after something released and take close look at the game before buying it, instead of buying games day one based on hype and impulse.
Pre-ordering also ties in with that, why order a game that might ultimately have less content than you hoped or is completely broken at launch? (BF4 being a prime example)

I think the game could really become a building block for future expansions or titles. Just imagine a universe free to explore, with deep RPG-like gameplay mechanics, or building your own base on your favourite planet? Or a space station, set up trading routes
