I'm pretty sure it was because of the animation as before as soon as the animation opens the scroll the player teleports very quickly, maybe they just wanted the animation to feel more natural and not feel as though the animation was cut off.
Every game with stats goes through trial and error when the game goes out to millions, people seem to forget Diablo 3 even now still doesn’t that have the amount of endgame content that they think it has. It had 1 dlc and rifts, thats it and people still play it to this day and the seasons where just wipes with a few armor pieces, D4 season 1 is already gonna change more to the game than a D3 season ever did. D3 also launched with no rifts, while D4 launched with Nightmare dungeons.
Only negative is the nerfs and that is while making monsters 5 level behind and making other builds viable now or did people expect season 1 to make all the changes that Diablo 3 did in its 10+ years of updates?
Because all of the progression is linked between single player, leaderboards, coop, and pvp with some form of an in game trade economy and making it able to be played offline creates a big hole for exploits and bug farming as people wouldn’t be forced to patch their games, not to mention PC gamers are not trust worthy when it comes to piracy. @roadkillers Streamers don't have the rights to broadcast games even if they brought it, let alone before the actual release date. Streaming and youtube videos are seen as free marketing and DMCA'ing them would only have fans pissed off, so they don't, so no one, besides Nintendo sometimes, enforces it.

They literally have 3+ years (3 years on top of their current undisclosed contract) to finally build a multiplayer competitor. And not Killzone because as much as they praise the games, the fanbase never sticks around. Just make destiny exclusive to PS and PC once CoD leaves PS and no one can complain.
Sony have put 0 effort into multiplayer games, let alone competitive multiplayer games last gen, trying to compete with CoD now would be hard as they have conditioned their audience to rely on 3rd party multiplayer games with putting most of their focus on single player. It’s even to the point where PS gamers would complain at the thought of a multiplayer component to their games as they think it would take away from their 3rd person cinematic story games.
