Because Sony sucks at supporting their own hardware if it ain't the main console and this is just a last ditch effort to make a few extra bucks as they have already left it to third parties to support it. Even Xbox supported Kinect longer than Sony supported any of their accessory hardware releases. Because there will be nothing of significance outside of the boss battle, like alot of Chinese games, this seems to be aiming for style over substance as besides the graphics, there doesn't seem to be much else going on.

They would not be doing an entire business update if atleast some of the leaks were true, maybe not to the extent of Halo and Gears, but most likely from the publishers they bought in the last few years. They already hinted that it was considered when Phil said “wherever gamepass was available”. This will kill xbox as a console brand but would make them the top publisher of all consoles.

Stuff like 3d models and animations are developed outside of the game engine and can be imported into another engine without much hassle, assets just need to be imported into the new engine and moved around and animations need to be rescripted and I doubt they were far enough into development for that to cause issue
