You can buy this game for a tenner in the UK ($13US), I've been tempted to get it a few times.
Is it worth playing for that price ?
I managed to pre-order one from Toys R Us when they first became available, got an e-mail a few days ago saying that the dispatch would be delayed for 2 - 3 weeks :(

I was so hyped for this game pre-release, I'm a huge Elite Dangerous fan so this looked like a good game to compliment it. But like many I was disappointed with the final product, still, I only paid £40 for it and it came in the post a few days before the release date, played it for 30 odd hours then traded it in a week later for £36 cash.
Whilst disappointed that it wasn't the game I was hoping for I didn't feel ripped off. £4 for 30 hours of gameplay ai...

It depends on the developer as to whether the games will be native 4K or not, looks like all MS published games will be native. How can they stop other developers from using checkerboarding or other methods? They can't.
If Forza 7 can run at native 4K locked 60fps then it's really down to the skill of the developer and not necessarily the capabilities of the X. Note the word necessarily in my last sentence.

I wanna know more about the Arcade mode, as far as I can tell it's just exhibition races against AI drivers. Would be nice if you could set up tournaments and get rewards from them to buy new cars and stuff, but I doubt that's the case.

I'm a fan of the GT and Forza series and as regard to one as sim and the other as arcade is pure ignorant nonsense. Having never raced cars at speed I can't tell you which one is the most realistic, but I know that they handle quite similarly to each other from my experience of playing every iteration of both games, except GT Sport. It "hurts" the industry as a whole IMO when a lot of games journalists deliberately write articles facing one console off against another for clicks. A lot of my friends used to read gaming websites and comment on articles last gen but don't bother now because it's all been taken over by the fanboys and the articles written to please them and/or get them arguing.
