So the Diver perk allows you to do the Dolphin Dive and you are able to shoot as you are in mid-dive. But will players still be able to do the dolphin dive without the Diver perk, albeit without the ability to shoot?
If not, then BO2 already appears to be another bastard installment made for the casual-shooter community.

The graphics are outstanding, but it will take a bit more time for Vita developers to fully maximize the potential of the Vita to reach PS3/Uncharted 3 graphical standards.
