It was still survival horror, through and through. Its what happens when you release a game in a shitty state. Can't expect the player base to tolerate a mediocre experience. Too many other things get into. This minimum viable product crap is a bad fit for the video game industry.
In the original he's totally scripted as well but it depends on where you go and what you do first that determines the script that runs.

I don't even think expecting every area from the original to be there was expecting too much. The original REmake pulled that off like a charm while adding to it. It set a real standard that modern Capcom doesn't seem to want to acknowledge.
