No, it really isn't. Please, make a sequel to one of the highest-rated RPGs of all time (KOTOR) in 13 months. It is impossible to make a brand new story, introduce new pieces of gameplay, model and texture new objects and worlds, tie up all loose-ends in a story, AND make the game polished in 13 months. Even for an FPS, 13 months can't do that.
Fallout New Vegas is the same deal. It's one thing to check inventory in an hour, like you said. However...

KOTOR 2 had a 13 month development cycle. Alpha Protocol's development was actually relatively short; most of the time spent was with development on hold. Also, SEGA forbade them from releasing patches (for whatever stupid reason). Fallout: New Vegas was to be a game as big as Fallout 3, but with better improvements to gameplay. Hell, it managed to get higher-profile voice actor...
Believe it or not, Obsidian is my favorite developer (so many legendary people with so much talent). Unfortunately, they always get screwed over. LucasArts screwed 'em over, Atari screwed 'em over, SEGA screwed 'em over, Bethesda screwed 'em over. It's so stupid that a developer with some of the most talented people in the industry (Chris Avellone's writing is some of the best, if not THE best in the industry. If you're a gamer, I have to ask: Why do you even care about Windows 8? Most of the gaming industry knows that Windows 8 is, as Gabe Newell put it, a catastrophe. Just don't go near it and pray for it to fail so that Microsoft can learn that they aren't Apple.

HOLY CRAP, you mentioned Boiling Point. Haha, wow. To be honest, the FPS elements in that game were decent, but nothing great. Still, it was basically a nice mix of Far Cry and S.T.A.L.K.E.R. Clear Sky. Voice acting blew, though.
Anyway, S.T.A.L.K.E.R. as a series is right up there with HL and BioShock for me. Though, hold on, you didn't even list BioShock or Half-Life. How'd you miss those? 0_o
