Path of Exile truly does preserve the legacy of the first two Diablo games, while ironically Diablo III somewhat spits on it. And this comes from a man that was a long time Diablo and Blizzard fan, and i enjoyed D3 despite all of that.

No game is unmatched and unrivalled in everything especially not Witcher 3, namely it's gameplay and simply terrible difficulty scaling(or lack of it).Just look at the games released before GOW.
If we are talking open world graphics, Horizon:Zero Dawn has that crown.

Game developers (unless independent/self-publishing) don't earn 60 dollars per copy sold.
They always maxed out "PC" (console) specs at the time. Just like they will max out those same specs with their next generational games (f.e. TLOU Part II, that allready looks better than UC:Lost Legacy which was an improvement on Uncharted 4).
Remember, consoles are not and never were as dependable of the Hardware power as the PC was.
