It means more than that man, each scene in a game consists of multiple levels one level for the terrain, one for assets inside a building one for foliage etc (however the dev sets it up)
There assets are loaded in and out of the level as required and when you're playin an open world game or a poorly optimised game you get hitches and stutters as these are loaded in and out.

Holding back gaming? Ps exclusives are some of the biggest baddest games around. Pushing storytelling, graphics, animation and so on to the limits.
