There should be a timetable for early access and once reached the DEV would either need to file for an extension or face de-listment. Gaming the system with fraudulent updates like you mentioned should trigger a warning system by Valve to the DEV or they face an account ban. Having a market place that is benefiting from basic con artists scamming money should be viewed as theft and then Valve should be punished for facilitating these crimes on customers.

The author seems to incorrectly state the reason as the cancelled GaaS and Concord. But if you read Ryosuke's tweet it was a support team working on PS5, Portal, PSVR2, PS Apps not GaaS. Most of those Apps are mature and probably do not need to be fully staffed and the next gen Apps for PS6 and the possible next handheld are most likely a bit too far away to need a fully staffed team.
PS5 Version probably in the fall or next spring if they use a porting studio as the main team as moved to Outer Worlds 2 development.

Xbox's home grown initiatives have performed mediocre to badly as well but fortunately parent company Microsoft was able to float them 100 billion dollars to acquire studios so that they could get a modicum of success.
