If you install the right mods and push everything, then yes, Skyrim with mods will look better than TW3 in many aspects. That, however, is a pointless comparison.
Ofcourse if you mod in
- tons of high quality rendering and shader features, to an extent you don't even see in modern games (possible with ENB),
- mesh improvments,
- CRAZY 4k parallax textures freaking everywhere,
- cloud shadows anyone ?
- Foliage that's 10 times mo...

It looks great on consoles, and looks like it runs well too.
I just really hope for PC we get options to enable the graphical features we saw earlier. Otherwise it's kind of sad, because now there is a downgrade in some areas whatever said and done.
This is the most important. PS4 looks fluid. Really hope the XBOX version is stable 30fps. That will make all the difference.

Hopefully they fix these things down the road. Evolution studios added tons of features and content post launch. Perhaps SMS can do the same thing... and fix and polish it too.

The freerunning especially. It's reached a point where you are basically spiderman. Hold down a button and make impossible jumps and climbs for days. Driveclub doesn't look like my cup of tea in terms of racing games. I prefer full sim or fully arcade. Still, I can really appreciate what Evo have done with DriveClub.

It's only common sense that the game will be downgraded a bit. When you have the same versions across all platforms, and need to hit stable 30fps on consoles, things will be toned down. Geometry will be removed, textures will go down, foliage might be reduced. That's just a fact, and we can clearly see it here. It's basically optimization more or less, but more so for consoles than for PC.

It's actually very interesting and exciting, whether you own a PS4 or not. It will be interesting to see what they will do with an RPG. I think it will be quite unique, and given it's a first party exclusive by Guerilla, it will definitely have incredible quality in certain aspects. I can't wait to see what that means for an RPG !

TW3 is my most anticipated game of all time.
There is no game right now that's as hyped as TW3. Atleast right now. Even the Arkham Knight doesn't come close currently.
Is it overhype ? Hopefully not. Hopefully CDPR have been sensible about what they release to the press , and the game will surprise us at launch. Knowing CDPR, this will probably be the case :)

Right now they just need to fix those reflections, on PC atleast.
The car interior should and exterior should reflect in realtime the car's own geometry and the driver's hands. This is what Driveclub does, and the absence of it in pCars really ruins the visuals which would otherwise look perfect. Instead they have some random reflections OF the rear view mirrors and hands that are in the completely wrong place.

This kind of stuff is to be expected.
Especially for crowdfunded games of this scope. It's always going to happen, and I wouldn't be surprised if it gets delayed again. Just like Star Citizen. Remember that it's not just making the game, it's raising funds, setting up a studio and constantly building it, doing all the preproduction, actually working out the technology and production pipelines first... only then does the pace reach it's fastest.
Now imagine Witcher 3 modded.
