It's probably just to save development time and costs. It is a free to play game. I could be wrong though.
It was probably pretty cheap and quick to make, and sadly that's why.
You see, this is a complex problem. Final Fantasy XIII sold very well, while XIII-2 did okay and XIII-3 seems like it's not going to do very great. But this was all made with an engine specifically made for this game, so the investment in resources and marketing for this trilogy might have overall come out as a profit.

Okay, I'll give you an example. Borderlands. You could play that game for 30 hours and have experienced every type of quest and most of the characters in the game. You can have a character with most of the skills, and even have played a few other characters for a couple hours to get a general idea of how they play. There isn't a story so much as there are area specific character occurrences plus the continuous reappearance of main characters.

Just one of those things I guess. Sometimes whenever an IP that isn't a AAA blockbuster has always been on one platform/ecosystem, the developer just keeps it there. As long as Disgaea continues to come out on PS3/PS4/PSVita I'd love for it to go to Nintendo consoles as well.

A reviewer should always finish a game. Example: I know Aliens: Colonial Marines is a bad game, but the final "boss battle" is noteworthy because of how terrible and anticlimactic it is. I'm not exactly super hyped for Deep Down, but there is a massive money difference between zero dollars and sixty plus a fifteen dollar monthly fee. I can try DD and possibly get addicted.
