Well it's a financial decision I think. They pretty much admitted that they ported Skyrim to the Xbox one in order to prepare making Fallout 4. It would make sense that porting over these features wouldn't cost them a lot and that the version would sell.

No. It's definitely better than 3 but not as good as 2. It comes close and has more feels but 2 has the edge in action set pieces and story. I think the main issue is that there are certain platforming sections which just feel repeated since they use jungle environments extensively and the boat chase scene in the beginning just doesn't work. Still an amazing game.

But the ps3 versions shows everything more clearly. It's the same textures at the same resolution and shows the jump in graphics better. You can't even see what's going in the comparison video.

You know whats the best proof it won't feel old. The Uncharted Collection. Yeah the first game isn't the best but 2 and 3 both have amazing campaigns and the Last of Us is one of the best games on the PS3/4. There's old and then there's timeless and good gameplay is always timeless.
Actually if you actually watch the video you'll see that various elements are rendered at 720p but the final output image is 1080p. Which means that they're rendering certain elements at a lower resolution but the final image doesn't have the usual 720p softness. It just looks soft in certain places if you look hard enough. But if you're just playing as normal you won't notice it.
That's sad though. They hit upon a great idea that could have really gone somewhere if the developer has vision enough to see it through. I feel sorry for the other people at the studio, those layoffs are gonna suck.
