If you can't hit 30FPS, then maybe you should re-examine your design, and scale back your ambition. Obviously there's issues with trying to do too much with the resources you have and choices should start being made. Especially since you're supposed to be releasing the game in three months.

But it *doesn't* run at 30fps. I think that was the point. You say you're willing to take gameplay over performance. I think a better question is, why do you have to choose one over the other at all?
Considering they haven't even submitted the system for FCC approval, it doesn't seem likely. They're trying to delay to the last second because once the submission occurs, the exact specifications of the system will become public knowledge. They've been very careful to avoid giving specifics about the CPU and GPU, and the longer they delay, the less time people will have to hear press about how much more powerful the PS4 will be.
Has the Xbox One even passed FCC certification yet?
Do people in Russia who pre-order get *two* games when Microsoft eventually decides to release the game in the eight countries they just snubbed?

Pick your conspiracy theory:
A) Microsoft is shifting the consoles from these countries that they see as "less important" in order to boost stock in battlefield countries like US and the UK.
B) Kinect integration into XBox One was a half baked idea, and Microsoft doesn't want to ship to these countries without that support in case people realize that they don't really need to talk to their consoles.
That was more a security issue than a software issue. An illegal act committed by an outside force upon Sony and its customers.

They would have to take a hit and sell it for $399 with the Kinect at launch. If they put out a Kinect free SKU, then they're just done. It would require substantial losses, gambled on the promise of an eventual recovery, and even then I don't know if that would be enough to rally people. The image problem is still there in the public awareness, and the hardware gap is pretty substantial.
Number one? Right now, the Wii U isn't even going to be number three.
Right now the Xbox One can't have the kind of numbers Dead Rising has on screen at *30*FPS, let alone 60. They need to start cutting back, kinda like they did for the port of Dead Rising for the Wii.
