The game is still a long way from completion, it might not even make it's 2015 holiday slot. I think this is the biggest reason we don't know more, atm it's probably a timed exclusive with the option to go full exclusive if Microsoft wants after seeing more of what their money will get. We will probably know a lot more at e3 next year about how exclusive it is, either way it will probably end up on PC at some point because it's still a Microsoft platform after all similar to...
The return of the loading screens is just too much of a huge step back, should be more open world not less. Any interest I might have had for this game has gone with that.

Loading screens, that's a terrible step backwards, the glassbox engine is obviously just terrible first tiny maps on sim city and now this. I won't be buying this and it's 100+ expansions to add in basic features that should already be there.

If the game is mediocre and they want microsoft to bankroll the dev kits and such then they are going to have a problem with the parity clause. If its good then microsoft won't bother about the parity clause, if its mediocre then they would probably have to pay for the dev kits themselves to get around the clause.
