What we need is an article pointing out that Sony being so far ahead isn't good for media outlets who thrive on console war BS. I'm sure 2 or 3 iterations from now, presuming they stay with an iterative model, Microsoft will allow it.
Once they do I'd imagine it will work similar to the way PC developers are allowed to set their min specs. If devs want to make a lower spec scalable game available on all older X-box hardware (X-box 1 and forward) or if they want to make a high end spec game which will only work on the highest end hardware. It will be a choice on the dev side just like PC.

This is unfortunate as it looks like a really good game. The racing genre as a whole is no longer finding a market large enough to support this type of game. Either that or X-box base just isn't into them, or Microsoft's yearly releases of products with the name Fora has let to franchise fatigue. Whatever the case wouldn't be surprised to see some major revisions to how these are made/sold. (for example going full free to play with x-live membership required)
