No it couldn't, this patch only fixes the issue on the machines that have been updated with the patch. All other machines that refuse to update to this version would still have access to the material the recall was called to remove.
Because then the issue in question is only fixed locally. Meaning the disk itself would still have the material in question and would only be "fixed" on the machine with the updated patch, all other machines that have not been updated would still have access to the material the game was delayed to remove.

Alright everybody thanks for the support and excitement there seems to be over this game. IT is now 7AM PST (California) and I haven't sleep in a while.
