He's not specifically talking about games, gameplay or mechanics. He's talking about technology. They're stuck in an archaic loop of sprites and menus. So Japanese developers have defaulted to the Handheld platforms where their development process is still (barely) relevant.
As a result, the Japanese market has followed to predominantly the handheld market. This is having a major impact on games revenue and reinvestment.
