No magic software is going to compensate for the fact that it has 768 shader processors vs. the PS4's 1152. Sorry, but that's not how things work. Will it make the Xbox better? Probably. Will it be significant? Probably not. Remember that Sony has their own software engineers refining their own tools, and many of the things that DX12 brings to the table, they are already doing with Sony's equivalent. They can still charge people $60/year...but they have to do a few things:
1. Remove the requirement of "Gold" to use media apps like Netflix and Hulu
2. Improve "Games for Gold" program to include newer, and better games.
3. Expand "Games for Gold" to include XBox One titles.
If they do those three simple things, then people will feel that the service is worth the fee that they are paying. Right...

The doomsayers are out in force. Let's get one thing perfectly clear. Sony Computer Entertainment is NOT GOING ANYWHERE! That division is making money just fine. The REST of Sony, not so much...and Sony is making the tough calls right now to get rid of the divisions that are not profitable, like their computer division. For all of Sony's troubles, they still have CONSIDERABLE resources available to them.
The developers know...and by making it tougher to develop for the Xbox, developers will naturally gravitate towards the PS4. Consumers will notice that more games are available on the PS4, and less people will buy the Xbox One. It's already happening.
Personally, I hope MS keeps the parity clause...it's just one more nail in their coffin.
