If my memory serves me correctly, I think brad wardell were the one who stated that the x1 custom built GPU cost close to 2 billion dollars.
They way he explained it...The deal between MS and AMD to engineer & build the x1 hardware cost MS over 3 billion. Two billion dollars went into the development of the custom GPU for the x1 while the remainder 1 billion dollars went in to the rest of the x1 hardware component & design.

Honestly though, I don't think anyone can say what the x1 full specification really are because there's just too many contradiction regarding the x1 hardware specification on the internet. One sites say one thing while another site says another.

Good call. It's possible to emulation xbox 360 on x1 because MS recent OS has backward-compatibility(from 64bit to 32bit) in bedded in their software.
That said, its very likely the next OS update on x1 might have backward-compatibility support like the PC OS.
Its because the memory management between PC and console are very different. Hint: There's virtually hardly any loading time on all platform for a reason. Though, I want to say more but I don't want to start a fan war.
I am super interested in DX12 too. Its going to an amazing showing at this year e3. Like you said, any game Unreal4 or Cryengine3 will automatically see benefits from DX12. Dice is doing the same with their engine.
