It would have a minimal impact, people are choosing ps4 due to content and overall platform vision, not really on price. A 5yr commitment to a platform isn't swayed much by 100$ difference, certainly won't be swayed by a "0$" dollar difference.

Nothing sad at all, it ensures that only the best survive. That said, making games for consoles and major platforms is very expensive, due to licensing, dev kits, art teams, historical complexity of the platforms(pre-xfagOne & PS4), etc...
Companies that go under drive their talent to other teams and new projects, which leads to greater games and great wealth for those who drive forward to success.

Exactly, Sony has the least barrier to entry for indie devs and enable more freedom for all developers. Obviously more ambitious & indie titles will be exclusive or developed first for PS4 because of that.
