No. Thats why they talked about using 4k reconstruction and why every gameplay video had a disclaimer at the bottom saying PS4 pro features very between games. There is going to be no standard. Different devs are going to hit different mark which makes it really hard to nail down what the pro actually offers customers.

No. HDR has nothing to do with upscaling to 4k. Don't think they mentioned about adding an upscale to OG ps4.
Unless your TV is not a HDR set. In which case you'll need to buy a new TV.
It's looks good but if those leaked neo specs are right they'll never hit 4K with the graphical fidelity they have now.
I think the reason it's being considered a pr disaster is;
-they're not acknowledging it even though it's real. Better to just own it rather than letting it run wild like this.
-they are hurting their image by attacking you tubers. Just read the reactions in the article.
-it's causing confusion for customers who aren't as informed on gaming as others.

People have different tastes and this was never said to be for everyone.
Only if you have a very good connection can you play your PS4 from all those devices you listed because it is just streaming. Xbox play anywherem would run the game natively on a gaming laptop which IS literally anywhere.
I see what you did there but if you'd bothered to read the article you'd see that they were all multi platform games.
