They are multi-platform titles so its a given that a majority of the time the console with the lower number of units will have a higher attach rate even if the other console sold more copies. It's common sense really, take the following example

In a market flooded by "previous-gen" consoles, what else can you compare your console to? Microsoft India is only comparing this in India, not North America and Europe, thats kind of the reason why companies are headquartered worldwide, to cater to unique audiences....
In a population of over a billion in a developing country only so not many people will be buying consoles. Those that do will either go for the super cheap ones or none at all. The amount that are actually able to afford the "newer" consoles are a small population in the grand scheme of things. The Xbox 360 is the first Microsoft console in the region (a region dominated by "Sega" and Sony mind you), whats wrong with them trying to push it?

No joke, any console past the Genesis/PS1 is NOT selling well in India, you can see Genesis consoles for sale in almost every store in India. Funny thing is they come in the old box but they are not official consoles from the looks of it, possibly licensed out ones made by a third party.
Why is the Genesis doing so well? Because thanks to Chinese pirates you can get 100 on 1 Genesis cartridge discs and the fact that the Asian market is still developing for the system at a stead...
