Thanks to mods, just like Skyrim, we'll be seeing entire new areas, maps made from scratch, new AI, better textures etc.
All requiring script extenders like Skyrim's SKSE software, that runs independent of the game and in the OS.

Console patches need to be cleared/authorized/certified.
As always in history, PC versions can be patched whenever the devs want.
So give us your infinite wisdom as to why the PC patch would at all be delayed, and released in time with the consoles for, I dunno, the first time in history?
