It's a cosmetic thing, buy it if you want to support the devs, or just ignore the pointless gimmick for what it is.
I'd much rather have this kind of DLC (does it even count as DLC?) rather than actual game content you have to pay for which divides the community.
^ I think MS has a limit on how much content can be released for free... after which point it has to have a price tag.

2.) You get a free PC version. There'll be user-created levels, which should keep you occupied until you get bored of the general idea of portals.
