Of course it's not flawless, no one has said it is. They just say the few flaws it has cannot hold it back from being a monumentally impressive game, which it is

Link is a silent protagonist, no different than Gordon Freeman or even the protagonist of Skyrim- why was it not an issue there, but is suddenly an issue now? Moreover, Link gets a LOT of dialog via dialog choices.
NPCs? NPCs in Zelda are great, and stand out FAR more than the NPCs in Horizon. Variety of enemies? Both games have roughly equivalent numbers, the only thing being that Zelda's world is larger so the enemies seem to repeat far more than they do in Horizon. Zelda's...

It's one of the greatest games ever made, a bad review wouldn't change that.
Not that Jim's review is even bad! It's a review that praises the game it's just clear that he wasn't COMPLETELY bowled over by it.
