I play games to have fun, not to be frustrated. Overly challenging games are frustrating. And while I support genre diversity and don't think every game needs to be made to appeal specifically to me, articles like this always come off as lame, thinly-veiled, "look how hardcore I am I like HARD games" bragging.
I'm not a fan of the government inserting itself into a free market, especially given how censorship-happy governments tend to be. I'd be a lot more forgiving of no strings attached tax breaks.

The PS4 also doesn't charge you 400 dollars to watch Netflix, you pay for the games, everything else is secondary (regardless of how important it is). Same with VR. I think a character's race/gender/sexuality shouldn't be first thing a dev thinks of, whatever that race, gender or sexuality might be.
