The Pro version is basically set to one mode, you can't change it. It's quality mode settings but in some equivalent areas is struggles several FPS more than base PS5 at times, Konami really should have let pro users just have performance mode too.
It's absolutely a dev and UE5 issue across the board, I played it pre-release, I enjoyed the game, MGS3 is one of my top 10 games ever, but I wasn't happy with the performance at times.
