Yes, there were still kinks in Gears 4's system and HOW said free DLC could be played by everyone (that I never ran into since I just got the Ultimate Edition). Toning the loot box craze back and simply expanding free DLC maps across the board (no questions asked) would be a better way to go.
If it means going back to the standard DLC packs & splintered MP communities (haves & have-nots) then I'd say stick with loot boxes w/ free maps system. Strikes me as the lesser of two evils.
