This article should be called "What Microsoft can Hope for After Holiday 2009", because Sony is going to trounce them this year. There is very little in the immediate future that can change the fortunes of the Xbox 360.

The PS3 Slim obviously offers trmendous value, but what this article forgot to mention is that Microsoft has a cheaper Xbox 360 Arcade model that will still be popular with the real budget crowd.

I agree with this review. Shadow Complex is fun for a very limited amount of time, and by next week nobody will be talking about it. Battlefield 1943 offers way more value for your $15, in my opinion.
To answer your question, that is a dithering filter used when rendering graphics on the PSP. It reduces processor load (by actually rendering a smaller number of points per cycle. But it does have the benefit of also cutting down on jaggies. Not all PSP games use it, but many 3D intensive games do.
