The fact that Sony is putting updated versions of the PS4 Devkits out now and plan on having the final kits before summer of 2013, should be an indication that the PS4 is launching in at least one market by the end of the year. My guess is probably similar to how they launched the Vita. Launch in Japan first by the end of 2013 and then in the western markets by early 2014... Sony may not be trying to lock out Microsoft or Nintendo at all. Maybe they are trying to create the equivalent of Netflix streaming for video-games as a subscription based service open to all platforms.

Well something that is sorely missed in all of this speculation about the CPU and the over all output of the WiiU, is that Iwata himself said during a Nintendo Direct that the WiiU will under full load use 75 watts of power.(NSMBU uses 33w) and WiiU will use 40 watts under non gaming situations such as Miiverse and menu functions.
