From what i've read so far, it'll be free for the first year (at least). That could mean smaller dlc's/events, while they work on larger expansions, or we could gain a considerable amount of free content in year 1 + onwards.

To be political in a video game means to risk a profit margin. While they certainly use political themes, they will probably never admit to it even if the evidence is clear. I'm personally intrigued to see how D2 builds from the first one (as the first one lost me in its vanilla end game stage).
