There's always a possibility. Just look at the PC market, next to zero physical sales (all thanks to Steam, of course).
It's easy to make cars and environment look photorealistic, character models, on the other hand, require a ridiculous amount of polygons and they'll still fall into the uncanny valley. Hair alone, which is quite a challenge to properly simulate and render in real-time, would kill the performance of the new consoles (unless a software solution is introduced).
Look at the few character models in Forza Horizon 5, for example, they look like 3D diarrhea.

Secondly, FSR Ultra Quality is literally adjusting some numbers in the config file (it's already there just not enabled/defined in the settings). Thirdly, developers do what seniors/managers say. It's not like they have the choice. If higher ups said "Put FSR in the game but remove its best looking option that rivals DLSS because we got Nvidia's money" you bet devs would be on it even if they don'...
