If you use physical media, it still has to install and download any patches.
People always say this and it's really not true except for multiplayer games then obviously you need to be connected with the same software version. But you can unplug your PS4 from the internet and put nearly any disk in install it and play it with out patching.
The only limitation to that is some games may require a minimum OS version.

That's not what SmartShift does.
SmartShift is separate from boost (AMD Precision Boost) even though somewhat similar in nature.
If the CPU is under low load and drawing less power and creating less heat the GPU will be able to increase it's clocks until the the whole SOC reaches a thermal or voltage limit. This can also work in reverse to increase CPU but in gaming it's generally the CP...
CPU's and GPU's have been using methods of "boost" for 20+ years, Nvidia, Intel, AMD all have some form of "boost".
Programming for PS5 will be no different than programming for PC.

This is all automatic it's nothing like "setting a profile" it is 100% variable and it primarily based on voltage and heat in real time.
