The Vita has already failed(but then so has the 3ds).
Portables are no longer about single purpose devices like the Vita and 3ds. They are about devices like the iPad and the Kindle and Kindle Fire.
All the developers will basically abandon both these consoles early, in favor of developing on platforms with tens of millions in installed base instead of these two failure consoles while both will be lucky to sell 10 million consoles in their entire lifetime...
Big game companies have trouble making games look as good on the ps3 as they do on the xbox. a small company has no chance at this.

I am certain that WiiU developers have WiiU development consoles by now. So the number of consoles sold is already more than zero.
