People have different eyes. A few visual hiccups are enough to send some people running, and these are usually the least forgiving gamers. I have seen a few bugs, but nothing serious luckily. If people were more understanding, they would appreciate the game more.
Its simple, dont level up skils after a certain point. Just takes a bit of restraint
Is it lacking in some areas, yes, but a good game has to ahve a decent amount of focus.
I can perfectly understand that people prefer other Fallouts and other games, but I just wish people would appreciate the effort they put into alot of areas and small details: Deathclaws and other dangerous enemies usually hide now so that you cant just mash vats until you see one(this adds a layer of fear to exploring further out), how your companions actually react when you do things, how basically every piece of junk you find in the game has a purpose now, the power armor ( once you get it...

Im not sure why the dialogues are so shunned when is basically a very similar formula used by almost every major rpg , including mass effect, dragon age, deus ex, witcher, etc. It is very si ilar, yet people seem to hate it. Strange.
I dont think people give it enough credit. Those whose idea of a fun rpg is to go out and do your own thing, finding all kinds of cool things to create with, and role playing in their head will like this game. Those whose idea of a good rpg being world affecting choices, storytelling, etc, will be let down by this game. I know thats what I have always liked about Bethesda games: create my character and go out and find cool stuff like the broadsider.
Mass Effect 3 Indoctrination ending, thats all I have to say. Giving you the choice to do what was said impossible: resist indoctrination, is a very powerful choice. It was one of those endings where not even the player noticed what was going on, and that is worth something to me. It still may not me the omni choice ending that was expected, but it is still pretty insidiously good despite having to brainstorm a new ending after the original got leaked.
Still, we dont hear anyone complaining about the Witcher 3s lack of RPG elements though. However, they are swift to crucify Fallout 4 for "lacking rpg elements".
People are going to disagree with this very harshly, but it is true. If the Witcher can be considered an rpg, then so can fallout. The only reason I could not get into the Witcher is because the creative aspects that I like in an rpg were forsaken. The Witcher was so popular because it caters to what gamers now in days seem to like: Graphics, and cinematic movie like experiences in the game. But in order to make those, overall gameplay is usually neutered if the focus is not correct.
It did improve, it just was not in the way gamers were expecting. A significant amount of resources were allocated in the whole settlement building aspect of the game. But not alot of gamers care for that stuff. It cant be said that it did not improve, thats just not true, it just did not meet peoples lofty and ever burning expectations.
Many people will say that it isnt, but I find all the qualities I enjoy in an rpg to be in this game. The ability to make my own character, have my own playstyle, and be able to create things. Yes, they did simplify things more from Fallout 3, but sometimes sacrifices like that have to be made to improve the overall game.
And why not let the community help you? They cant do everything to everyones liking. Mods allow people to create different experiences for the game. They realize that you cant do everything by yourself. All of these modders can focus on certain parts of the game to the point of perfection, and there are alot of modders. Imagine the Beth team trying to get everything in their game to an extremely high caliber on there own. We would be waiting longer for the game, we would be waiting for stron...
Thats not giving them enough credit. What giant game is not buggy on release? The Witcher was probably 10 times buggier week 1. When you have a game with so many different factors involved, bugginess is inevitable, too many stipulations. Bethesda develops large games, but imagine if they backed off and made a more focused experience. It would be like jumping from advanced calculus back to college algebra.
When you make an investment, you would want to see it last for some time. At some point, last gen consoles are going to cease production, and that last gen console you have is not guaranteed to last forever. Without backwards compatibility, investments are more at risk of becoming worthless. Plus, I would love to play through the Mass Effect series with a headset for further immersion.

I would pay 60 for it again for mods. I have it onsteam, but trying to play with mods on PC was more of a chore for me. I spent more time optimizing andtrying to get everything on my computer to work correctly than I spent playing the game. Fallout 4 with mods on xbox has been different for me though. Playing Fallout 4, I just get my mods, and go play. Virtually no hassle
Not everyone likes to play on pc though. It is filler, and almost every developer and publisher does it while waiting for the next big game. TES online was filler for Fallout 4
Bethesda did not develop Elder Scrolls online.
4 is indeed a low score for this game. People are just not appreciative anymore, so unless the game is littered with stimulating set pieces, it will get a low rating most of the time.
