Actually it IS fair to bash SCEE. They, if some one, should know that localization isn't something you just can tack on in the end. The localization has to be done along side the development of the game.
Working as a developer in the cellphone business, I know how important it is to have proper procedures for localization. When a phone ships, all localization has to be done. The game developers need to work in a similar fashion.

That wont help. If this law gets passed they will just have to tell the isp who to shut down and the isp will cancel their subscription. Changing ip won't help, the isp:s knows who's using what ip.

MGS4 has a great story. The problem is that it's buried deep beneath layers and layers of references to the old games, thus making it hard for newcomers to the genre to pick it up.

I think most people spreading the "don't release the game if it's bugs in it"-mentality doesn't have experience from software development.
Working as a software developer I can tell you (like others already have) that it's not that simple. If your going to hold on to the software till you've find all bugs you can keep on testing it for ever. Things always slip by. Maybe theres some little part that they couldn't foresee during the development. Developers tend to think differen...
